Narcotic medicinal products
In general, matters relating to narcotics and psychotropic substances are governed by the Law of 19 February 1973 on the sale of medicinal substances and the fight against drug addiction, as well as by the regulations derived from it.
The procedures for prescribing and dispensing narcotic drugs (status ‘S’) are defined by the Grand Ducal Regulation of 19 February 1974 implementing the Law of 19 February 1973 on the sale of medicinal substances and the fight against drug addiction.
The specific procedures for the substitution treatment programme for drug addiction are determined by the Grand Ducal Regulation of 30 January 2002 of the Health Code.
Secure prescriptions and prescription pads
In Luxembourg, there are three types of prescription pads for prescribing doctors:
- Prescription pads to be used for prescribing a substance, medicine or preparation as part of standard medical treatment (pink and green);
- Stub books for prescribing a substance, medicine or preparation as part of a substitution treatment for drug addiction (blue and yellow) intended for approved doctors;
- Prescription pads to be used for prescribing cannabis and certain of its derivatives for medical purposes, intended for authorised doctors (yellow-pink pads).
While prescription pads used for prescribing medicines as part of standard medical treatment can be requested by any approved doctor in Luxembourg, the other two types of pads are only available to approved doctors who have completed the required legal training.
General information concerning prescriptions
- A prescription book is issued individually to each doctor. A register is kept at the Pharmacy and Medicines Division.
- For all magistral prescriptions, the doses of the substances concerned must be indicated in full.
- For all prescriptions for specialised medicines, the number of units or packaging units must be indicated in full.
- The renewal of prescriptions for these substances on the same prescription is prohibited.
