Students abroad

Students who are affiliated with a Luxembourg health insurance fund and are pursuing their studies abroad – whether in a European Union country or outside the EU – must adapt their health insurance arrangements according to the country of residence.

Membership of a Luxembourg health insurance fund remains essential to ensure healthcare coverage, both in the country of study and in Luxembourg.

This membership can be established:

  • as a co-insured person (via a parent or spouse who is the main insured person);
  • on an individual basis.

A stay abroad for study purposes is considered by the National Health Fund (CNS) to be a temporary stay.

Reimbursement terms and conditions by country

The terms and conditions for reimbursement of healthcare costs vary depending on the country of study. It is recommended that you contact the social security institution in your host country as soon as possible to find out how the local healthcare system works and the terms and conditions for reimbursement.

European Health Insurance Card (EHIC)

In European Union countries, as well as Norway, Iceland, Liechtenstein and Switzerland, healthcare is generally covered upon presentation of the European Health Insurance Card (EHIC).

This free card certifies your entitlement to health insurance and gives you access to medically necessary treatment during a temporary stay in Europe, under the same conditions as insured persons in the country you are visiting.

Students in Luxembourg

Anyone coming to study in Luxembourg must have health insurance cover for the entire duration of their studies.

Membership depends on your place of residence (Luxembourg or abroad) and your country of origin.

Without prior insurance

Students over the age of 18 who are pursuing studies or unpaid vocational training in Luxembourg and who do not have health insurance coverage, either personally or as a co-insured person (in Luxembourg or abroad), must register with the Luxembourg social security system.

To register, simply complete the form Application for compulsory health insurance for students available from the Joint Social Security Centre (CCSS) and attach:

  • a copy of your identity card (if you have not yet been assigned a 13-digit national identification number);
  • a certificate of enrolment issued by the school or university in Luxembourg.

Once the CCSS has processed the application, the student will receive:

  • a letter of acceptance specifying the start date of the insurance and the monthly contribution amount;
  • a social security card to be presented to healthcare providers (doctors, hospitals, pharmacies, etc.).

The card must be returned at the end of the studies.

With prior insurance

Students residing abroad who already have health insurance in their country of origin must complete specific procedures, which vary depending on their country of residence.
