Standing Committee for the Hospital Sector
The Standing Committee for the Hospital Sector (Commission permanente du secteur hospitalier - CPH) was set up as part of the reform of the health insurance system. It acts in an advisory role for the Ministers of Health and Social Security.
Remit
The CPH is tasked with issuing opinions on:
- projects undertaken as part of the Hospital Plan;
- government financial aid for hospital-related investments;
- changes to hospital services (authorisations for new services, cutbacks in services, or termination of services);
- norms and standards governing the design and organisation of hospitals;
- projects to establish and update the hospital chart of accounts;
- and, more generally, any matter concerning the hospital sector.
Through their representatives on the CPH, the Social Security Department (Département de la sécurité sociale) and the National Health Fund (Caisse nationale de santé - CNS) are able to express their opinion on any matter concerning the organisation of hospital services that may be eligible for funding through the social security system.
Composition
The CPH is chaired by the Director for Health, and is composed of representatives from:
- the Ministry of Health and Social Security;
- the Ministry of Finance;
- the CNS;
- the Federation of Luxembourg Hospitals (Fédération des hôpitaux luxembourgeois - FHL);
- doctors and other healthcare professions.
