Despite the fact it is an illegal drug and despite the preventive measures in place, it must be acknowledged that cannabis is the most widely consumed illicit substance in Luxembourg.

As a result, people using cannabis are exposed to significant health risks. The THC content of cannabis and related products sold illegally has increased significantly over the past 15 years, their quality is unpredictable (impurities, contamination, toxicity, pesticides, cutting agents etc.) and there is no reliable information on THC content or other quality indicators for products purchased illicitly.

Who is it for?

Firstly, legal access to cannabis for recreational use is permitted through home cultivation.
