Drugs

The term 'drugs' covers a whole range of substances that alter the functioning of the user's nervous system and influence their moods, feelings and perceptions.

Illegal and legal drugs

The term 'drug' is used to refer to illegal drugs (cannabis, heroin, cocaine, ecstasy, LSD, etc.), and also to legal drugs including alcohol, tobacco and medicinal products.

If drugs are illegal, it means that their use, possession, production and trade are prohibited and punishable by law.

Alcohol, tobacco and medicinal products are legal drugs. Their trade and use are permitted, although also regulated in the interest of public health.

Classification of drugs

The list of controlled drugs in Luxembourg is governed by a series of Grand Ducal regulations. These cover narcotics, toxic substances, psychotropic substances and pharmaceutical precursors.

There is also an international classification of narcotic drugs and psychotropic substances established by the United Nations on the advice of the World Health Organization (WHO).

The Luxembourg list of narcotics includes all of the plants and substances listed in the UN's international conventions.
