Norms Committee

Composition

The Staffing Norms Committee (Commission des normes de dotation en personnel) comprises 3 representatives each from the Federation of Luxembourg Hospitals (Fédération des hôpitaux luxembourgeois - FHL) and the National Health Fund (Caisse nationale de santé - CNS).

If need be, the members of the committee may seek the assistance of experts or staff from the hospitals concerned.

Remit

The committee establishes the standard methodology for determining staffing norms, and monitors the suitability of the norms. It may conduct periodic surveys in hospitals to assess required and actual treatment times. It also establishes enforceable caps on the remuneration of staff whose wages and salaries are not governed by collective work agreements.
