Health promotion and prevention grants
Definition
A grant is an optional, one-off contribution that is designed to serve a general interest, in other words providing added value for the promotion of health and preventive measures designed to maintain good health. It is a small, local contribution which does not hinder competition in the EU. The Ministry of Health and Social Security grants funding for one or more projects, initiatives or activities, based in Luxembourg, across the calendar year.
Who is eligible and ineligible
These grants are aimed at associations, enterprises and foundations that operate in the fields referred to below and that are registered and active in the Grand Duchy of Luxembourg. Organisations that are (or are not) accredited by the Ministry of Health and Social Security and that do not have an agreement with the Ministry may apply for a grant.
The grants are not available to organisations that have an agreement with the Ministry (with the exception of special "anniversary" grants), sole traders or commercial companies.
Projects which are eligible and ineligible
The grant may be awarded to fund projects, initiatives or activities that aim to improve the health of individuals and communities, to strengthen the ability of individuals and communities to take responsibility for their own health and to support the adoption of health-promoting behaviours (education, prevention, mental health, healthy environment, promotion of healthy lifestyles, etc.) or initiatives or activities in the socio-therapeutic field (treatment and support for people facing psychological and social difficulties).
Selection criteria
A Grants Committee will assess each application on the merits, coherence and credibility of both the project and the project owner. In particular, the Committee will assess:
- How the project aligns with the health strategy being pursued by the Ministry nationally (e.g. project corresponds to priorities defined for health or responds to population needs in terms of health)
- The contribution to health promotion (e.g. accessibility of information: measure of the ease with which the target population can access health services or information, impact on health behaviour: measure of changes observed in health behaviour of the target population following the actions, sustainability: assessment of the long-term sustainability of the positive impact of the health promotion initiatives, innovation: measure of degree to which innovative methods or technologies are being used to promote health in a creative way, etc.)
- The organisational expertise of the project owner (e.g. consistency of the project budget (expenses and financing); achievability of the planned schedule; mobilisation of local partners and embedding in local structures; the network dynamic; the project owner’s experience).
Grants Committee
The Grants Committee is composed of the heads of Social Health and Prevention, healthcare professionals, general managers and a secretary. The Committee assesses each grant application on the basis of the selection criteria and by assessing the applicant and the project, initiative or activity. The Grants Committee will issue a decision on whether the application is eligible for funding, and if applicable, on the amount of the grant.
Meetings of the Grants Committee are not open to the public. Committee members are bound by strict confidentiality rules in relation to the processing of applications. The Committee may consult experts in the area relevant to the application to obtain their opinion. The committee members undertake to examine the files and assess each application with impartiality and integrity.
Dates for 2026: The dates for the grants committee meetings are as follows: 11 March, 3 June, 5 August, 7 October and 2 December.
To be included on the agenda of the next meeting of the Grants Committee, applications must be filed no later than 5 working days before the date of the meeting. If this deadline is not met, the application will automatically be added to the agenda of the Committee's next meeting. Complete applications that are submitted within the required time frame will be forwarded automatically to the Grants Committee, which will make a decision on their eligibility.
Obligations on the applicant
Once the grant has been awarded, the applicant must comply with several conditions:
- the grant may only be used to cover costs and expenses for the project for which the application was submitted; The applicant must submit a statement of account within 2 months of the initiative or activity confirming how the funds have been used. Any unused funds or funds used for a purpose other than that specified in the original application must be repaid to the State;
- all presentation, information and advertising documents – including websites – intended for the public and produced after the award of the grant must bear the statement ‘With the support of the Ministry of Health and Social Security’, along with a copy of the Ministry’s logo;
- the applicant must inform the Ministry of any major changes to the project.
