Distributor
A distributor is a person involved in the supply chain, other than the manufacturer or importer, who makes a cosmetic product available on the European market. These products are not new. The distributor markets products that have been manufactured or imported by others, and does not have the same responsibilities and obligations.
Among other things, the distributor must:
- Check to ensure that the mandatory information is provided on the product label before it is made available for sale.
- Observe the best-before date (minimum shelf life).
- Ensure that the storage and transport conditions do not compromise product compliance.
- If you are translating any part of the labelling of a product that is already being marketed in another country, with a view to marketing the product in Luxembourg, notify the product on the European Union's CPNP portal (Cosmetic Products Notification Portal).
- Ensure that any corrective measures that may be required to bring the product into compliance are implemented, or withdraw or recall the marketed product if it is not compliant.
- In the event of a risk to human health, immediately inform the responsible person and national authorities where the product is being made available, providing details of the non-compliance and the corrective measures taken.

- Cooperate with the authorities on any measures intended to eliminate the risks posed by marketed cosmetic products.
