Committee of Experts in Luxembourg

How it works

The Division of Pharmacy and Medicines (Division de la pharmacie et des médicaments - DPM) prepares the Market Authorisation Application (MAA) files and forwards them to the Committee of Experts, which is the body responsible for issuing a Market Authorisation (MA) recommendation/opinion. The Committee meets once a month, examines the files from a scientific point of view, and issues a final MA opinion, including the conditions under which the medical product/device should be prescribed and any potential delivery restrictions. The Committee of Expert's final opinion is then forwarded to the Ministry of Health, which issues the final decision.

Members of the Committee

The Committee of Experts is composed of the following members:

• four delegates from the ministry responsible for health matters, including two physicians and two pharmacists;
• two members representing the medical profession;
• two members representing the pharmaceutical profession, including a representative from the hospital sector, and the other from the non-hospital sector;
• two representatives from the Social Security Medical Board (Contrôle médical de la sécurité sociale);
• a representative from the Union of Health Insurance Funds (Union des caisses de maladie);
• two members from the Committee on Proprietary Medicinal Products (Comité des spécialités pharmaceutiques).

An alternative member is appointed for each standing member.

Committee members are appointed by the minister responsible for health matters. That minister also appoints the Committee's Chair and Secretary, who may be a person who is not on the Committee.
