Objectives
Towards a National Health Plan
As part of the drive to establish a National Health Plan (until 2023), the Ministry of Health and Social Security brought together the key players in the Luxembourg health system under the 'Gesondheetsdësch'. The organisations formed six thematic groups, and met with the aim of identifying the challenges facing the system, examining various potential scenarios, and proposing priority measures.

The three phases of the 'Gesondheetsdësch'
- Analysis of the current situation
The purpose of this phase is to gain a clear understanding of the current state of the Luxembourg health system, including its weaknesses and strengths.
- Possible scenarios for the future
This phase involves identifying drivers for overcoming the challenges facing the system. Further to analysing various scenarios, potential drivers will be assessed and prioritised. - Proposal of measures
This final phase involves proposing a series of measures to implement. These measures will be formulated on the basis of prior research and discussions, and incorporating the findings of the work that was undertaken.
Organisation
To ensure optimal coordination of the various 'Gesondheetsdësch' working groups, a system of governance, comprising a steering committee and a project team, was set up. The main role of this structure is to ensure that the discussions held within the framework of the 'Gesondheetsdësch' generate proposals as the basis for drawing up the National Health Plan.
