Smoking rooms

Since January 2014, there has been a blanket ban on smoking in public places in Luxembourg. Cafés, restaurants and hotels that wish to do so can set up a smoking room, subject to the authorisation of the Ministry of Health.

Technical specifications of a smoking room

The smoking room is a separate room with fixed and airtight walls. It must be fitted with an extractor or air cleaning system and have self-closing doors. It must be identifiable as a smoking room and it must not be a transit area. Access to it must be prohibited to people under the age of 18.

Its surface area may not exceed 30 % of the establishment's total surface area. The establishment's total surface area refers only to areas where customers are allowed, excluding toilets, cloakrooms, kitchens, etc.

There can be no provision of services in the smoking room. The establishment's customers are only allowed to take their drinks into the smoking room.

An awning in front of the establishment is regarded as an extension of the establishment and cannot constitute a smoking area. 

The smoking room must be fitted with an extraction or air cleaning system that satisfies the specifications described at www.GUICHET.lu.

  • The air extraction or cleaning rate must be 3 times the total volume of the room per hour.
  • There must be continuous negative air pressure inside the smoking room.
  • The air must be extracted to the outside, preferably through the roof, and must not inconvenience neighbouring buildings.

Permit application 

The permit to set up a smoking room is issued by the Ministry of Health.
