Sexuality - National Action Plan 2019
'emotional and sexual health'Within the context of the national programme for the promotion of emotional and sexual health (Programme national - Promotion de la santé affective et sexuelle) in the Grand Duchy of Luxembourg, this national multiannual action plan (PAN-SAS) is a continuation of the 2013-2016 action plan, extended until 2018 in agreement with all of the relevant Ministries.
This plan, which is subject to the approval of the Government Council, seeks to continue the efforts undertaken in the field of emotional and sexual health in the future and is expected to enter into force on 1 January 2019.
Principles of the national multiannual action plan
Working together
Emotional and sexual health is relevant to everyone, from birth, and involves society and various stakeholders in different living environments. The diversity of the parties involved and the multitude of life paths call for an interdisciplinary, cross-functional approach to guarantee the consistency and effectiveness of the approaches and the complementary nature of the initiatives.
Strengthening the existing system and encouraging networking
Continuing and consolidating the existing system for emotional and sexual health, and developing new alternatives, actions and strategies based on the existing system within the context of the multiannual PAN-SAS:
- by adapting it and adding to it over time according to the needs of the target groups, those working in the field and changes in society;
- by coordinating it with those that already exist and those that are in the pipeline;
- by using an integrated approach to initiate the engagement and participation of all stakeholders in society;
- by developing cooperation, coordination and partnership between all stakeholders and at all levels through the systematic introduction of networks and the creation of cross-functional synergy.
Ensuring access for all
In order to make access to emotional and sexual health care fair and guarantee everyone access and rights, ensuring that the diversity and multicultural nature of our society are taken into account is a key concern. Efforts are made to respond to the needs and human, gender, social, demographic, cultural and moral realities of our society, as well as the specific needs of individuals. To reach all groups, even the most vulnerable, the most difficult and those at most risk, it is essential to define the target groups and adapt access, the approach and the actions taken relating to emotional and sexual health on the basis of criteria such as language, level of education and integration, gender, gender identity, age, state of health, sexual orientation, origin, cultural, social or linguistic identity, beliefs and convictions, practices, customs and traditions, and high-risk behaviour.
Initiating a dynamic and scalable process
The PAN-SAS initiates a dynamic and scalable process, which will be adapted as projects are completed, partnerships created, new resources mobilised, and experiments and assessments conducted.
