Convention on the Rights of Persons with Disabilities

The United Nations Convention on the Rights of Persons with Disabilities (CRPD) defines the rights of persons with disabilities and aims to combat discrimination, namely the obstacles and views that prevent persons with disabilities enjoying their rights. With the ratification of the CRPD in 2011, Luxembourg committed to gradual application of the provisions of the Convention.

The new National Action Plan for the Implementation of the United Nations Convention on the Rights of Persons with Disabilities (CRPD) 2019-2024 was provided for in the 2018-2023 coalition agreement of the Luxembourg government and consists of 29 priorities, 55 objectives and 97 practical actions that the ministries in question have committed to undertake.

Eight subjects have been deemed priorities

  1. Awareness-raising (Article 8 of the CRPD)
  2. Equal recognition before the law (Article 12 of the CRPD)
  3. Living independently and being included in the community (Article 19 of the CRPD)
  4. Freedom of expression and opinion, and access to information (Article 21 of the CRPD)
  5. Education (Article 24 of the CRPD)
  6. Health (Article 25 of the CRPD)
  7. Work and employment (Article 27 of the CRPD)
  8. Participation in political and public life (Article 29 of the CRPD)

The plan was prepared by the Ministry of Family Affairs, Integration and the Greater Region, in close collaboration with other ministerial departments, charities, various stakeholders, the High Council of People with Disabilities (Conseil supérieur des personnes handicapées - CSPH) and the Steering Group. Each ministry is responsible for implementing the various measures in the action plan that fall under its jurisdiction.

For each of the 97 practical actions, an indicator and a deadline have been established. This will allow the external assessor to perform an initial mid-term evaluation in 2022. The final evaluation will take place in 2025.
